Policy Evaluation Assignment
You are required to select a specific policy or program that has been implemented in a developing country of your choice and which is intended to achieve a particular development-related outcome (or outcomes). Each section of the assignment is described below. This assignment is designed to help you develop skills in applying economic theory to problems of economic development as well as in evaluating the effectiveness of a development policy. It is also intended to help you familiarise yourself with a specific policy in a specific policy context. Conditional cash transfers and workfare are excluded since we are covering these in class.
Country Outline
Provide a brief, general introduction to the country your policy is being implemented in, focusing on the economic development of that country.
(e.g. if you choose an education related policy in Kenya, this would be about Kenya)

Theory
Use economic theory to explain why this policy should be effective. Provide a graphical representation of a simple economic model and explain how this model demonstrates the intended effect of your chosen policy.
Length - 1 page
Evidence
Draw on published papers or reports to discuss the effectiveness of the policy. E.g. - Did it achieve its intended aim? Did it reach who it was supposed to reach? What design details or implementation strategies contributed to its success or failure?
Length - 1 page
Hint: think about how you are going to do each section when deciding on a suitable policy. It may take some time to find a suitable policy, but don’t worry - that is an important part of the assignment.
Please use headings to separate each section of your assignment. The report should be about 3 1/2 pages in total (not including the cover page or references), single or 1.15 spaced, with standard margins. Please chose a referencing style and apply it consistently throughout.
Tips for finding a good policy / program
- The policy or program can be implemented by a national government, NGO, private foundation etc. (But not a for-profit company).
- Policies and programs that are concrete and specific are much easier to do for this assignment than broad plans for the whole economy (e.g. 5-year plans).
- Some organizations do ‘impact evaluations’. If you can find one of these organizations, they have impact evaluations on many different policies that you could choose from. This will help a lot for your evidence section. (The World Bank also has an impact evaluation branch called DIME).
- In the evaluation section, you report on findings from people who have done an evaluation of the policy. You should not be collecting your own data and trying to make inferences
- The policy needs to have been implemented long enough ago that there has been time for it to have been evaluated.
- Be flexible – if you can’t find a good idea for the theory section or enough information for the evidence section, you may have to switch to a different policy
