Roosevelt stated that the security of America was threatened by a war being waged in different continents because America was dedicated to impartiality when other leaders were dictators and they were determined to conquer most states and establish international law and maintain the offensive. He further suggested that Americans should begin war preparations by increasing the production of weapons and more warplanes and ships that would facilitate a war in case America got involved. Roosevelt felt that Americans should help the nations being conquered by the dictators. Roosevelt urged the Americans to make a personal sacrifice by paying more taxes to fund the defense budget which will enhance more production of weaponry and make America secure.

This term was justified as the Nazi military was conquering European states at a rapid pace which was never seen before. Moreover, Roosevelt used this term to show that the rate at which the Nazis and other dictators were spreading their offensive could also lead to changes in the world that would not be favorable at all. He further stated that the collapse of other democratic nations might pose a risk to the American democracy. Through this, he stressed that the safety and future of America's democracy are tremendously involved in occasions far beyond its borders. Roosevelt also stated that no nation would be foolish enough to attack America by landing the troops in the nation, but he outlined the lessons learned from Norway where strategic positions were held by secret agents where they established and made a surprise build up over the years. He saw the probability of such dupes and secret agencies being in America thus he regarded the annual message as unique and one that would help secure America.
