Project management refers to the administrative activities in the change, development, and innovation in operations. Project management involves extensive planning and organization to achieve a successful project. The Public Works Department of Malaysia has conducted several infrastructure projects mainly funded by the Ministry of Works in Malaysia. Being a government project, it is bound to experience delays in operations which affect the management of the project. The department had a project in 2009 to construct 8.2 km road 7 meters wide with 2.5-meter shoulders and 1.5 m pavement shoulder. However, the project experienced some delays which led to its late and poor completion. This paper analyzes the project implementation and the phases of development during the construction process.
